  • I need help. I'm trying to turn on my computer but everytime it's on it will show the HP logo, then say "Welcome", then it will say "Installing: 64%". It's been that way for like almost 2 weeks now. Is there any way for me to stop that?

@Toya18, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand your HP computer is stuck on a screen that says "Installing: 64%" and hasn’t progressed for nearly two weeks. That definitely sounds frustrating, but I’ll guide you through steps to resolve it.

Perform a Hard Reset

This clears temporary memory and can resolve many startup issues:

  • Turn off the computer completely.
  • Disconnect all external devices (USB drives, printers, etc.).
  • Unplug the power cord (and remove the battery if it's removable).
  • Press and hold the Power button for 15 seconds.
  • Reconnect the power and try turning it on again.

Boot into Windows Recovery Environment (WinRE)

If the issue persists:

  • Turn off the PC.
  • Turn it back on and immediately press the F11 key repeatedly until the Choose an option screen appears.
  • Select Troubleshoot > Advanced options > Startup Repair.

If Startup Repair doesn’t work, go back and try:

System Restore (if available)

  • In the same Advanced options menu, choose System Restore.
  • Follow the prompts to restore your system to a point before the issue began.

Reset the PC (without losing files)

If System Restore isn’t available or doesn’t help:

  • Go to Troubleshoot > Reset this PC.
  • Choose Keep my files.
  • Follow the on-screen instructions.

I hope this helps.

Take care and have a good day.

@Toya18, Thank you for your response.

The message "Your account has been disabled. Please see your system administrator." typically appears when the Administrator account or the user account you're trying to log into has been disabled in Windows.

Here’s how you can fix this:

Option 1: Enable the Account via Safe Mode

  1. Restart your PC and press F8 or Shift + F8 repeatedly before Windows starts to load.
  2. Choose Safe Mode with Command Prompt.
  3. Once the Command Prompt opens, type the following command and press Enter:
    net user administrator /active:yes
  4. Restart your PC and try logging in again.

Option 2: Use Windows Recovery Environment (WinRE)

If Safe Mode doesn’t work:

  • Turn off the PC.
  • Turn it back on and press F11 repeatedly to enter recovery.
  • Go to Troubleshoot > Advanced Options > Command Prompt.
  • Type the same command:
    net user administrator /active:yes
  • Restart and check if the account is now accessible.

Option 3: Create a New User Account

If enabling the account doesn’t work, you can create a new user account:

  • In Command Prompt (via Safe Mode or WinRE), type:

net user NewUserName NewPassword /add
net localgroup administrators NewUserName /add

Replace NewUserName and NewPassword with your desired username and password.

  • Restart and log in with the new account.

I hope this helps!

If my response resolves your issue, please click “Accepted Solution” to help others find the answer. Also, don’t forget to click the “Yes” button to say thanks!

Take care and have a great day.
