IF the user profile gets corrupted under Win7, when you reboot, it will try to reconfigure it all over again -- which is why you are getting this message.
You COULD check the drive to see its health, but if its bad, then you may be stuck as MS has now terminated Win7 support and sites no longer stock Win7 recovery media.
To check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu -- that will look similar to the image below ...
3) press the Function key for testing the hard drive (usually F2) and let it run.
