Hi @15-r244TX,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
If your HP Notebook - 15 is charging but not turning on, and you can hear the disk and fan sounds, you might try the following troubleshooting steps.
Perform a Hard Reset:
- Disconnect the AC adapter.
- Remove the battery (if removable).
- Press and hold the power button for 15-20 seconds.
- Reconnect the AC adapter (leave the battery out for now).
- Try turning the laptop on.
Check the Display:
- Ensure that the display brightness is turned up and that the laptop is not in an external display mode. You can try connecting an external monitor to check if the display is the issue.
Reseat Components:
- If you're comfortable opening the laptop, reseat the RAM and storage drives. Sometimes, loose components can cause startup issues.
Check for External Peripherals:
- Disconnect any external devices (USB drives, printers, etc.) and try turning on the laptop again.
Listen for Beep Codes:
- If you hear any beep codes, refer to the HP website or your laptop’s manual to interpret them.
Try Booting into Safe Mode:
- If you can get to the startup screen, try booting into Safe Mode by pressing F8 or Shift + F8 repeatedly as the laptop starts.
I hope this helps.
Take care and have a good day.
