Microsoft Windows 7 (64-bit)

Where can I download the original os and HP utilities for a laptop I am re-setting. I have the original windows product key.

 A link to where I can buy it would be great.

As far as I know -- you can't!  Why? Because the places you USED to be able to go to now no longer carry HP Win7 Recovery Media.

There are folks on here that have links to other sources, but I don't have those -- so you would have to hope they see this and post the links.

Is there any way to activate the windows install?

@Aldures

Two things about activation ...

First, if you get Win7 media from Microsoft for Win7, that will almost certainly be Retail -- and that requires a Retail Windows product key -- which you do NOT have because your PC came with an HP OEM version of Windows and that uses a different key.  So, you have to BUY a key to activate that version

Second, if you were able to lay your hands on the HP OEM version of Win7, when you installed it, it would automatically activate itself, so there would be no need for you to enter a key.
