Microsoft Windows 8.1 (64-bit)

When Booting to the Windows 8.1 login screen, my network card is disabled when I have ANY peripherals connected to USB, or even a cable not connected to a peripheral. When I disconnect all cables and/or peripheral devices, it discovers the network card before the login to the OS. Is this is Windows issue? Or a  BIOS  boot process issue?

When weird things like that happen, I like to boot the PC to a Linux Live CD to see if it will work with a working OS.  That way you can see if it is Windows acting up or a hardware problem.  Boot to a Linux Live CD and if everything works OK, if "Yes"  then it is Windows and you need a clean install.

I like Ubuntu or Knoppix for that testing.  The Live OS will not make any changes to the hosting PC but gives you a working OS environment to test with.
