Product: Stream notebook 13
During doing a factory reset the notebook got to 54% then I came up with a message saying reset failed now laptop won't do anything when I turn it on hp comes on then goes off then on repeatedly

Your budget notebook came with bare minimum hardware resources: 32gb eMMC storage capacity, 2gb RAM, Intel Celeron processor. I'm not surprised to see recovery process failing with very low resources.
What I can suggest you to do is to do a Clean Install of Windows 10 Home 64 bit using Microsoft windows media creation tool by creating bootable installation USB:

Windows 10 will be automatically activated after installation while connected to internet.
