Hello Where i can get information about basic OS settings for user if i ordered computer with operating system from HP?
I need speak with MS? Or i can call to call center and ask for help from HP supporters?
I need information about power modes in unit, how reinstall OS if i need, missed PCI drivers that my system and HPSA cannot find.

You asked a LOT of questions -- so let me try to provide some answers.
We are not a training site, nor do we have any documents or tutorials on any of the subjects you mentioned.
HP provides a User Guide for new PCs but it only covers basic issues on setting up and using the PC. It does not provide any details on the subjects you mentioned.
BSODs are VERY difficult to debug, so there is no general guide on diagnosing them. We don't have the resources to diagnose them, either. When you get a BSOD, it comes with an error code -- for which you then do an online search to get the details and solution approaches.
You don't need to mess with the BIOS settings, and in a new PC, these will be UEFI settings. The default settings are configured at the factory and are sufficient.
Recovery means 10 things to 10 people but if you talking about restoring a crashed PC to working condition, the only reliable way to do that is to do an offline image backup in advance. MS provides a tool to do this -- but I have seen lots of complaints about it. You should look into using Macrium Reflect (MR) to do this -- but the free version is only a 30-day trial.
MR also does file backups -- and they have tutorials on their site about how to do backups and restores.
