Product key supplied by HP does not activate windows OS

HP Recommended
Win 7 starter edition
Microsoft Windows 7 (32-bit)

I had to do a factory reset recovery for my HP mini 110 and now the supplied product key does not activate windows. I know the pc is quite old and the OS is no longer supported. A newer machine is not an option.
