Performance issues after bcdedit change please someone help

Day i do not know any more posting for help to fix my hp victus gamming laptop

Guyssss I am beyond frustrated I have reported this same issue just to be ghosted 

Please I need help I have a HP Victor's gaming laptop 15. so one of these days I ran a bcd edit which was use firmware pci settings and I set the value to yes after that my PC crashed when I restarted so that means the command I am with the Bcdedit was bad so I reverse the command and I deleted it my PC came back on but then all my games are then lagging like lagging like games I get one 144 FPS before I can barely get 60 FPS now I've tried to reinstall Windows I tried to run a power flush which was to remove my battery hold the power button for 60 seconds and put it back but the issues still persist I even try to reinstall the update I installed on my BIOS early this year because that was the only update my BIOS and still nothing I try to do a bios recovery and still nothing the performance issue is unbearable even with the fresh install I have done for windows and still nothing please what is going on anyone with a fix please that will be very awesome and I'll be much very grateful to you thank you very much

After running some test, it shows it's not even getting enough power like the board has locked it to the 25w and it is not increasing in clock speed please this issue i suspect is coming from the bios EC firmware glitch. even after doing everything, you said i should do nothing has changed. please is a fix or an update to fix this available

Test 2

And i also ran a benchmark with intel extreme tuning utility it showed even on 100 percent load my cpu would not boost pass 2.4ghz while before it goes well over 4.0ghz

This is picture showing it is still locked on the base speed even while running bench marks mind you I also used Cena bench still giving the same values please it is locked or a glitch and I do not know what to do. tried EC reset, reinstalling bios. deleting all my partitions and installing windows with the install usb no change.
