talked to Microsoft help desk my copy of Windows 10 that I hd re-loaded through Recovery was corrupt they did a full re=install with me and fixed the problem it would seem a corrupt copy of windows causes this problem and only fix is re-installing a good copy or fixing corrupt issues.
