I'm installing Windows through bootable USB. I selected to completely remove the data in hard drive and install new windows. During system recovery, my system got stuck at "Recovering this PC 30%". After about 5 hours blue screen appeared with the message, "The system encountered a problem while recovering this PC. No change has been made."
I need the guidance to resolve this issue.

When recoveries get hung up like that, the most often problem is a failing hard drive.
If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024
If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.

Thanks a lot for responding to my query.
I followed your instructions and carried out hard drive diagnostics. The process took three and a half hours and hard drive passed the check. Can you kindly recommend any further steps to help resolve windows installation.

The drive diagnostics in the HP tools should take only a few minutes. Since it took HOURS, I would suspect the drive is failing even though the diagnostics don't indicate that.
Sorry I missed this earlier, but from your comments, it does not sound like you are installing a fresh copy of Win10, but rather, trying to recover an older version or trying to upgrade from an older version. There should be no kind of "recovery" message when doing a clean install because there is nothing to recover.
Sounds like there was some remnant of Windows on the drive that corrupted the installation. So I would completely remove all partitions from the drive, reboot with the install media, and try again. It should work properly, this time.
