If you made the USB media with the media creation tool link I posted to boot from it, you need to:

 

Have the USB flash drive in the PC.

 

Turn it on or restart it.

 

Immediately press/tap the ESC key to get the menu of options.

 

Select the F9 boot options menu, and from that select the USB flash drive with W10 on it, and press the Enter key.

 

The PC should boot from the USB flash drive and the installation files should begin to load from there.

That did it. Now hopefully, it can do the install. If not, I think the hard drive may have issues.

It installed correctly and came up without a hitch but I decided to just run the extended test on the hard drive through diagnostics and it Passed Smart test but failed FAILURE ID PLN4W1-8H1B1F-GXGK6K-618V03. Is this going to be a problem in the short term?

You will have to replace the 500 GB hard drive in the very near future.  The sooner the better.

 

I recommend you replace the 2.5" mechanical hard drive with a better performing 2.5" solid state drive (SSD).
