I uninstalled with DDU>GPu>Intel
i then realised I was in safe mode and I didn’t copy the intel graphics 1809 to my device.
I also go to install the 1809 intel MEI and get this and then an error after continuing (see pic 2).
and then I found this and I don’t think I made it.
(also please tell me why my user folder and programfilesx86 are “shared” when I’m on a single local account?
fallout and steam won’t boot in safe mode.
checking the drivers I downloaded from the site, a few are weird so I guess I’m going to re download the important Intel ones so I have the latest for Non-kaby lake is first priority and then 1903v is second (remember guys: safety is number one priority)
TLDR for next 2 replies: cant install some drivers in safe mode, i think i need dotnet 3.5 but i don't know if the KB update is for my specific 1903 build or the other (later?) one. ( i have win updates turned off so i dont corrupt my system)

So I’m in safe mode. I’m installing HD Intel SP96463
then I’m going to uninstall nvidia driver and install the intel MEI 1809 SP92873 (remember I’m on win 1903) and intel serial Io 1809 SP92850 and then I think I should restart windows in between them…. And it’s probable that I already have these drivers from the Hp cloud re install I did a few days ago… but should I install intel thermal dynamic SP96405 for win10 v1903? I assume it’s already installed.

There two other folders in this SP extract: “399.07” (driver version) and “WIN32UX”. Both contents are the same with a Nvidia setup but the 399.07 folder setup fails “not available on this ver of windows” the other setup works and restarts windows for me. I’m going to go back into safe mode to finish the other intel installs.

this time I didn’t really let the desktop (autocorrected to despot?????) load before restarting into safe mode, so RST intel probably crashed and blew the storage controller.
the previous nvidia reinstall was super fast only a minute even tho it succeeded apparently.
intel management engine components failure install “windows installer service could not be accessed” probably because of safe mode so I will move on to the serial IO:
GPIO driver
SPI driver
UART driver
I2C driver
install failed. This time it says “cannot be accessed in safe mode”

>install Intel DPTI > nothing happens, not in the extracted location either is a program installing anything.

chipset utility and driver 1903 SP96378 FAILURE UNKNOWN ”!Post subscription( see next reply)!: I got a restart required notification for 7th/8thgen cpu processor family IO LPC controller IHDCP2.2 premium -9d4e” hangs on cmd then does nothing for 2 minutes then all my icons refresh then I get “D:\ no app associated with this file” (this is irrelevant it’s just it happens once a day so I thought I’d include it.) I run the chipset service package again and nothing happens again. I open the sp folder and click HPsetup, nothing happens so I do “setup chipset” installer and it fails after EULA etc “unknown error”
I open log and there’s lots of stuff including bootstrapped error and regkey NET FW Setup 3.5 “not found”
Intel a dynamic Thermal blah blah blah: fail: the sp and the files in the folder individually don’t do anything.
!second edit!: the last edit I made ‘seems’ (autocorrected from sends) to have deleted what happened with: installing the intel dynamic…. Oh wait it’s right there above, it’s just overshadowed by the chipset “failure”. I’m going to try both installers again since restarting my system.

another edit: I found a Microsoft page “features on demand that are not preinstalled but may need to be pre installed” It includes Net 3.5. I can’t download it through control panel because I disabled the windows update services using Wub.exe (unofficial). And the offline installer is for versions only before windows 10. Using DISM in Power Shell should I be able to install .NET 3.5? And maybe install the drivers or that alone could fix my issue. or first I will see if there is a KB file for my specific 18362.30 version of win 1903.

i could add a feature on demand using DISM | Add-Capability /CapabilityName:<NetFX3~~~~>
in Power Shell i think and it will find the most compatible one for me, the latest for 19h1. But i have no clue, this is just specualtion. Learn.Microsoft:

If you want to know about why i don't use windows update:
well yes i disabled it because according to the HP website there arent complete available drivers for versions of windows past 1809,
Im scared to do the DISM command because what if it gets the wrong DotNet 3.5, and this security concern is very problematic it seems so i would want to check the KB it installs and if necesarry attempt to install the latest one for 19h1, which might mean enabling windows update and accidentally installing all of the wrong drivers and therfore giving me no leverage over HP for help on how to fix my CPU problem.
I am aware my issue could be so many things.

and i have the bottom one: ".30" Is this going to be an issue?
Do these even inclde .net 3.5?
EDIT: I DONT WANT TO WAIT FOR A REPLY SO I THINK IM GOING TO INSTALL IT AND THEN Hopefully if there is an issue windows updater will let me unistall it without hassle.

I fixed my throttling issue by installing the broken fan but it worked just long enough to bypass the check, otherwise it throttles cpu utilisation to 25% ish depending on program, even with sufficient thermal headroom, ie an external cooler.
