My computer is on a repair loop.  I was able to run system diagnostic and everything returned as "Pass".

I cannot get to system restore and it keeps going through repair loop.

Welcome to the HP Forum.

 

Well, it's bad you can't get to the Windows Recovery Environment (WinRE) to attempt a system restore and other recovery options.

 

But it's good to see your PC's hardware seems to be okay.

 

What specific: version and build of Windows are you using? You could try the "Repair" option available when using the correct Windows installation media for your PC.

 

Creating Windows installation media for older Windows versions would be a problem.

 

Do you routinely do system drive data backups? And are you using BitLocker.

 

Data may not be recoverable if the system drive is encrypted and you don't have the BitLocker recovery key or if the recovery key fails to unlock the drive.

 

This Video shows how to rebuild the UEFI Partition. It may or may not fix your PC's problem.

 

You could try a HP Cloud Recovery if your PC qualifies. Or do a clean Windows installation using Windows installation media.
