Hi:
Your PC was made prior to 2016 or later which is why it is not supported by the HP cloud recovery tool.

Did you previously upgrade to W10 or are you still running W8.1 with Bing?

I can give you two options:
You can't reinstall W8.1 with Bing because Microsoft never issued an ISO file for that version of W8.1
The only way to reinstall W8.1 with Bing, would be to purchase recovery media from this vendor at the link below.
But before you buy recovery media for the notebook, see if this works....
Install W10.
To do that make a bootable W10 USB installation flash drive with the media creation tool from the link below.
Download Windows 10 (microsoft.com)
Make the 64-bit installation media.
Boot from the installation media and when you get past the Install Now screen you will be asked to select the version of W10 you want to install.
Select W10 Home.
Then you will be asked to enter a product key.
Select the 'I don't have a product key' option, and Windows 10 will install.
Since the notebook was not previously upgraded to W10, most likely W10 is going to ask to be activated.
See if this works to activate W10, with the W8.1 with Bing product key in your notebook's BIOS.
First install and run the free Showkey Plus app from the Microsoft Store.

Write down the product key you see there.
Make sure you copied it correctly, or you can also connect to your printer and print out the report.
You want the OEM key, not the installed key if there is also an installed key.

Enter the W8.1 product key from the Showkey plus report and hopefully, you will be able to activate W10 with the W8.1 with Bing product key.
If not, your only option would be to purchase the recovery media if you want to restore the notebook.
