I have managed to recreate a serious incompatability between HP Notebooks/Bios/Work pages and the Norton Utilities program. I first time this occurred, I wasn't sure (but considered it as a possibility), but in two followup cases, the root cause was the Registry Compact and cleanup process in Norton Utilities. On the next subsequent boot the, laptop exhibited wild fluttering in the display until it finally reached stability. I've had to blow away the disk and start all over either using a fresh install of the Win 10 OS, or a Recovery Drive. This is the third rebuild in 2 weeks.
Note that I am not using the Norton Utilities option for the hard disk cleanup. This Spectre has an SSD hard drive, so you should not use the Disk Cleanup utility in Norton on any SSD drive (I did not). However, the Registry Compact and Cleanup process - even with including a protective Restore Point -- did not save me from blowing up the Window 10 Partition and starting all over again. It's ok to use the Registry Cleanup option in Norton Utilities -- that works great --- But do NOT try to Compact the registry or remove unused space in the registry. You will do something unintended in the Boot Sectors of Win 10.
What is strange is that I have another home desktop machine, Non HP, that also runs Win 10, that also has an SSD C: Drive and I've never had a problem with Compacting the Registry. (again - I've never run the C: Performance Optimization on this desktop C: drive which is not recommended because it too is an SSD drive.)
But there is something at the BIOS, Chipset, or Firmware level that HP hardware does not like about Norton Utilities.
Needless to say -- trying to communicate that to both HP and Norton Support is like trying to get two divorcees located on different continents to talk to one another. Good luck with that.

You should not use programs like Norton Utilities - as you experienced on your own, this app (which is s suite of programs) is not safe to use.
- Windows has its own utilities for disk optimization (HDD de-fragmentation or SSD trimming) >> https://www.tenforums.com/tutorials/8933-optimize-defrag-drives-windows-10-a.html
- Disk Clean-up may still be there depending on your Windows version >> https://www.howtogeek.com/365762/disk-cleanup-is-going-away-in-windows-10-and-we-miss-it-already/
- Safe and efficient registry clean app which you should only use in case of issues, not on a daily bases is Wise Registry Cleaner (free)
- Safe temporary files removal app is BleachBit (free)
That would suffice.
