my pc specification is  Intel(R) Core(TM) i7-8565U CPU @ 1.80GHz but i want to speed up my laptop. is it possible to increase Ghz ? if not what is the better way.

 

and what about increasing in minimum processor state? what are the disadvantages of increasing it?

i am using my laptop for developing android application with Android Studio

Sorry, but the basic answer to both questions is the same -- NO.

 

Some consumer laptops will support different processors but those are soldered to the system boards.  To replace those, you have to disassemble the whole laptop, and since HP does not sell those boards, and the vendors that make them for HP do not either, they are really hard to find -- and any you do find will be USED and might not work.

what about increasing in minimum processor state to 100% both on battery and plugged in? what are the disadvantages of increasing it?

The primary disadvantage of doing that are the following:

 

 First, it will cause the processor to run at faster cycles more of the time and that will generate more heat, possibly a LOT more heat. 

 

Second, the added heat will cause the fan to spin faster and louder and more of the time -- and if it gets TOO hot, your laptop could crash due to thermal overload and that could damage the processor to the degree that it will not turn on again, even after it has cooled down.
