On Friday I chose to do a re-boot because it seems a little sluggish. when the Restarting screen appeared it has never gone away! I've tried forcing a shut-down, by pressing and holding the power button, but when I turn it back on the Restarting screen reappears. Since I cannot remove the battery, I've been trying for 3 days to run it out but it is still going since it times out and goes to sleep. I'll keep at it tonight but I'm not positive it will actually come back after running out of battery, may still be stuck Restarting 😞

I see from the post that you are having an issue with your HP Spectre laptop stuck on restart screen. Don't worry as I have a few suggestions which should help you resolve this issue.

 

To provide you with an accurate solution, I'll need a few more details:

Have you recently made any changes on the PC before the issue started?

Have you tried to run any test on the computer?

 

In the meantime, let's try these steps here:

Perform a Hard reset on the notebook: 

 

Next thing, I would suggest here is to Run the system diagnostics test as well as an extensive test on the Hard drive and Memory from F2 (Please capture the failure ID for further assistance).

 

Depending on the test results, If the test passes, I would suggest you perform a System restore to a previous date where it was all working fine, using this link.
