I did switch secure boot at enable in bios few hours ago. Now i repeat steps with TEST.txt, but it's not change secure boot at a disable. Maybe, BIOS ConfUt doens't work correctly? Delete and reinstall?

your configuration will change the UEFI firmware to use dedicated TPM chips. However, the low price laptop don't have dTPM, and as I know that almost all Ryzen based laptop use fTPM. You can find AMD PSP devices in the Driver Manager. It is a fTPM device. I don't think you force the UEFI firmware to use dTPM can solve the problem. If you try to clean the TPM config, you may find that the UEFI always report that the "TPM Reset to Factory Default" or "Clear TPM" is YES. (At least for my broken laptop). It looks like F.12 Firmware broken the TPM clear processing.
Meanwhile, on my desktop system, when I want to update UEFI firmware, the Asrock will force you to close the fTPM before the update. I am not sure that HP UEFI update tools do the same operation, maybe update UEFI firmware and keep TPM on may cause TPM firmware or data broken and not work after upgrade.
