I doubt anyone here will be able to help you with that error.
There are a couple posts from forum members who received recovery kits from HP that got the same error and no solutions were provided.

There is a workaround you can try and that would be to clean install W8.1.
Download W8.1 from this link using another Windows PC. You want the 64 bit version.
https://www.microsoft.com/en-us/software-download/windows8ISO
I have zipped up and attached the Microsoft tool you will need to transfer the ISO file to a DVD or USB flash drive so that it is bootable.
If you downloaded the right version of W8.1, it should not ask you to enter a product key.
If it does, then go back and download the W8.1 Single Language ISO file.
After W8.1 installs you can install the drivers and available software from your PC's support page.
If that works, I would suggest you contact HP in your country and request a refund for the recovery media that didn't work.
