Two internal hard drives, C drive out of storage.

Hi,

First off, I've tried A LOT of online solutions but none worked so far. I've always had issues with the double hard drives as most apps don't ask where you want to install them so I've turned to avoiding those or installing and deleting them when I need another app. (I've followed toturials on how to set standard installation location to D drive but that doesn't seem work for Skype, Discord, Teams, and plenty more.)
A couple of months ago the real issues began, windows no longer wanted to update (error: 0xc1900204) and I've tried everything the web has to offer to fix this... to no avail.
Today I was sick of everything and tried to reset my laptop to factory settings but that doesn't work either! There's literally not enough space to delete everything according to my laptop.

I also wanted to switch the RAID settings to RAID0 (I read that this combines your harddrives so I thought it would solve my issues) unfortunately my BIOS screen looks nothing like the ones in the toturials and there's no RAID settings to be found anywhere.

I've run out of options, I thought factory reset was a fool-proof escape plan but even that doesn't work.
My C drive has currently 2.02Gb out of 29.2Gb available and I had to scratch that together by removing everything that I could remove. (19.9Gb is reserved from the system and no other segments are removable even though they should be; 4.83 Gb from installed apps but there's hardly 0.5Gb if I count in the list supplied to me, 1.56 Gb (sometimes even 2Gb) temp files but I can't remove them (and it doesn't add up just like the apps).

I have absolutely no idea what to do, I got this laptop a year ago and it came without operating system (it was government owned before that so wiped it completely), I had a techsavvy familymember install windows because I failed to do that with every toturial I could find. It might absolutely be just my fault but  I don't know how.

I would suggest two things: (1) run these utilities to see how much more space can be removed, (2) see if you can expand the size of the "C" drive.

As to the second ...

If you have one physical drive organized into both "C" and "D", then you should be able to use partitioning utilities to shrink "D" and expand "C".  What I would recommend is downloading and installing MiniTool Partition Wizard to see if you have only one physical drive:  https://www.partitionwizard.com/free-partition-manager.html

I'm assuming this repair place was not an HP repair center, right? 

HP does not reprogram BIOS chips and in having this done, you are in a very serious situation which you have brought on yourself.

There is no way that you, or the place you took the PC to, can correct this.  You would have to pay HP do do this and they will charge you dearly for it -- even IF they will do it.
