WAS UNABLE TO START IN SAFEMODE  COMMAND PROMPT

 

WHERE AND HOW CAN I CREATE AN EXTERIOR RECOVERY  MEDIA TO BOOT FROM

PRIOR TO INCIDENT LESS THAN 50GB OF HDD WAS USED OUT OF TOTAL OF 320GB  SO I DON'T UNDERSTAND THE DISK FULL MESSAGE.
