Microsoft Windows 10 (64-bit)

Had a notebook where the hard drive failed so I tried to use the system recovery media USB on a new hard drive and I receive "the recovery attempt has failed. Select one of the following buttons" error. The details are a CTOerror.flg. I have tried to do the clean install of Win10 but when I run the tool on my other laptop, I am not given an option to select my USB flash drive. It just tries to save it on my C: drive which is only 30GB so all the space is used up by system files.

Am I SOL or what am I missing?

Create Windows 10 installation media

To get started, you will first need to have a license to install Windows 10. You can then download and run the media creation tool. For more information on how to use the tool, see the instructions below.

     
Perhaps this first screen may be a good starting point.

with the fallback to install if wanted.
 
But it is dependent on being bootable.
