I was prompted to update and restart my computer. For a long time, it was stuck on 0 then it went to 23% and next thing I noted was this screen. I have looked up for a guide, got to startup setting and hit F11 then Troubleshoot ->

Reset this PC -> Keep my files = There was a problem resetting your PC. No changes were made -> Cancel -> Troubleshoot -> Advanced options -> System restore = No retore points have been created..

And so on, I have tried all of the options and did not manage to fix my computer.

Don't know what to do.

If your computer fails to start now and the F11 recovery options did not help (as described), you will need to reinstall Windows 10 from scratch. Follow the instructions in the attached PDF file (below) to create your own Windows installation media and to reinstall Windows.
