HP Spectre 15-eb0000 x360 Convertible Laptop PC RCTO Base Model

I'm trying to update my BIOS to the sp14192.exe and I download it, open and extract it and then nothing happens.  No dialog boxes, nothing.  I have core isolation turned off but I'm not sure why it's not installing.  Any help would be appreciated.

7.9.1.0 Rev.A53.6 MBDec 9, 2020Download

 

(3) Continue to update BIOS (outside of Windows)

Let me check your basic system configuration before we focus on the <bios> update ...

 

(1) Run    msinfo32

- Select <System Summary>:

--->>> Copy/screenshot/paste following key/value pairs:

 

OS Name

Version

System Model

System SKU

( equals HP product number (p/n) )

Processor

BIOS Version/Date

(3Reboot

(4Let BIOS be installed until it's completely done !

 

(5) If it fails ...

(6) Use current or another Windows 10/11 computer to create BIOS <USB flash drive>

I've already tried installing the update multiple times.  I download it, run, it extracts to my HD, the dialog box closes and then...nothing.  Nothing happens and the update doesn't seem to work.  I'm at a loss to why it won't work.
