Because I have issues booting (works only 2 out of 5 times), I decided to update the BIOS(I currently have version F.24-05/27/2016)!
I tried to update the BIOS to version F.31 but it says: This BIOS update is blocked on this device

What should I do?

As you say, F.31 is the latest listed BIOS for this device.
If you go to the download page (click) and press the "Revision History" twisty, you can download the intermediate versions between your existing BIOS and the latest version. Though it should not normally be necessary, what happens if you upgrade one version at a time from your existing BIOS?
I would download the file, restart Windows, then attempt to apply the update.
If that does not work, it is possible that something in your current BIOS settings is stopping you from updating. It is worth reviewing those settings, perhaps starting by resetting to factory defaults, applying the F.31 update, then making any desired changes to the settings.
