The sad truth is know one knows! MS had a disaster with the 20.04 update so they BLOCKED it for months and only now, are releasing it. But some PCs are still blocked due to hardware and/or driver conflicts. MS will not release the details of these, nor will they indicate when those blocks will be removed.
There are ways to FORCE the upgrade, but if you do that, you risk trashing the PC.
