The HP recovery tool completed but now I have no Windows 11 installed. How can I get the windows 11 image for the HP laptop. I haven't found any information on the support website.

You have to use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your notebook.
Here is an info link for how to use that utility...you will need a 32 GB USB flash drive to create the recovery media.
