I'm looking buying an HP laptop, such as the one quoted which says -

Internal Storage 1 TB 7200 rpm SATA

Hard drive (2nd) 128 GB M.2 SSD

 

Why is the SSD said to be the 2nd drive?

 

Is the operating system on the SSD (for fast boot), or does saying it's the 2nd drive mean the SSD can't be used for the operating system?

SSD is the second entry, that does not mean it is the second hard drive. SSD is the Disk 0 and it is the boot drive.
