Sorry, but you are using vague terms such that I can not understand the issue.
The OS is not "windows"; it's "Windows" -- and it it's "broken", that tells us nothing useful.
You need to tell us specifically what the laptop is doing when you turn it on, including any messages you see on the screen.
We also need the specific model number of the laptop, and need to know how old it is.
We can proceed when you provide the information.
