OEM Edition: Win 10 RTM CoreSingleLanguage OEM:DM
Installed key and OEM key both are same.

OK, great.

 

Then you should be able to install any language you can select from the drop down list.

So i had the same issue but i've been working with it for 2 years but Its starting to get hard  to work in russian. I've done everything you've said but I dont quite get the last step

can you help a brother out
