Trying to install Windows 10 update to version 1903. All attempts have failed. When using the windows Media Creation Tool the install errors with 0x80070005 - 0x2000A fail in the SAFE_OS phase during PREPARE_FIRST_BOOT . One of the errors I noticed in the Panther logs was installing EULA failed. I should also mention that trying to install the cumulative update for 1809 KB4519338 fails with 0x800f0922. Does anyone have any ideas for me?

I have tried all suggestions in the provided link except uninstalling my Norton 360 or a clean install of windows. I am not ready for a clean install because it is too much work to get all of the apps and programs reinstalled. Since this was working fine before October, something changed since then or windows updates are now requiring something that I don't have setup. I notice that the latest updates will require a microsoft account, I tried running the updates with my microsoft account. Same results. I also have a question out in the microsoft forum. No solutions there.

I had many problems updating HP probook to 1903 from 1803. Since Windows 1803 was working, I started that first. The I accessed the USB drive and got ready to run setup.
The USB hard drive was prepared using the media tool with full version 1903..
Before I started the setup, I accessed the device manager to view the display adapters. I started the install and during the install used ALT+ tab to get back to the device manager. Then I uninstalled and deleted the video drivers, which in this case has both Intel and AMD graphics. I let the install continue. It used to stop at 48% but now continued through to complete the upgrade. I tried 4 times previously and always failed at 48% (42% if updating to 1809)
After restart, I checked for updates to the Intel and AMD video drivers. And then other updates, still for 1903, and now Nov 13, version 1909.
Even if your system has just 1 video adapter, try this. I had also tried clean boot and disabled all background startup apps, but that made no difference to the 48% fail. The hint about video drivers was offered by someone on another site. I cannot take credit.
