Windows 10 Update fails with Error 0x800700c1.
I've used the windows update troubleshooter, to no avail. I've attempted to install by downloading the media toolkit, but that produced the same error.
I've had THREE support sessions with Microsoft and they have concluded that the appropriate drivers are not available from HP.
I've gone to HP site page for Windows 10 update drivers and it makes reference to a graphics driver, which I checked and is currently up to date.
Please advise.

With the older version notebook that you have, if you just must have Windows 10 installed, the best you can do is stick with the version that is install and forgo the updates.
You may have to install the Windows 10 Pro version to get the option of not installing updates.
I wish I had better news for you. Unfortunately, HP did not put your notebook's drivers in the group of notebooks supported for Windows 10.

The error is caused by the Windows 10 updater trying to install or delete drivers for applications or hardware. Microsoft Windows 10 has been guilty of this for a while.
Another HP Expert @CherylG, graciously provided a link to the Microsoft Update catalogue where there are a few fixes for some of the things that Windows 10 version 1709 broke.

Thanks so much for the reply. I'm currently running build #14393. I attempted to download and install the 64bit version of the update, but it failed "not applicable to this machine".
Still not able to install build 1709 for some reason. If you have further advisement, that would be appreciated.

Help!
We are still unable to install Windows 10 build 1709 on our HP Envy 3200t Notebooks.
We’ve downloaded the Windows 10 media creation tool, run the Windows 10 installation troubleshooting tool, engaged Microsoft on three occasions, the conclusion of which was that the notebook was lacking drivers to support Windows 10.
Here are the details
Error code : Error-0x800700c1
Machine : HP Envy 17t 3200 Notebook
OS : Windows 10 Home Version: 1607 Build: 14393.2125
System : 64-bit OS, x64-based processor
Any assistance would be appreciated.

I have an older machine that I had to do that on as well. I am glad that at least you can have your Windows 10 installs up and running.
