Within BIOS SETUP, does the TPM show as "enabled" ?

What is the model-number of your computer? How old is it? Older computers may not have TPM.

See: TPM is not Usable - HP Support Community - 8127495

although nobody responded.

@Lunix233 -- I don't know the model number.

Access http://support.hp.com  and click the "detect my computer" link, to obtain the exact model-number, and also to get a hyperlink to the "specifications" page for your notebook computer.

Access http://support.hp.com and click the "recognize my PC" connect, to get the specific model-number, and furthermore to get a hyperlink to the "determinations" page for your note pad PC.
