I cannot get my laptop to turn on after I restarted it because the built in mouse was not working.  The cap light just keeps blinking

Thank you for explaining what happened. Since the Caps Lock light is continuously blinking and the laptop will not start after the restart, this can indicate a BIOS/startup problem. HP specifically lists blinking Caps Lock or Num Lock lights among the symptoms where BIOS recovery should be attempted.
 

Please try the HP BIOS Recovery procedure first:

  1. Turn the laptop completely off.
  2. Connect the AC adapter.
  3. Press and hold Windows + B.
  4. While continuing to hold Windows + B, press and hold the Power button for about 2–3 seconds, then release the Power button while continuing to hold Windows + B.
  5. Continue holding the keys until you hear beeps or an HP BIOS Update/BIOS Recovery screen appears.
  6. If nothing appears, repeat the procedure using Windows + V instead, as some HP notebook models use that combination. 

If the BIOS recovery screen appears, allow the recovery to complete without interrupting the process. The computer should restart automatically when recovery finishes.
 

Once the laptop starts, check whether the touchpad/built-in mouse is working again and whether Windows loads normally.
 

If the recovery does not start, please let us know:

  • The exact HP laptop model/product number
  • How many times the Caps Lock light blinks before the pattern repeats
  • Whether the light is white, amber, or another color
  • Whether you hear any beeps
  • Whether the screen remains completely black
  • Whether the Windows + B or Windows + V recovery produces any response

The exact blink pattern is particularly useful because HP uses the Caps Lock/Num Lock blink sequence to identify startup hardware/firmware errors.
 

Once you try the BIOS recovery, let us know what happens, and we can take the next appropriate step from there.
