Windows Update says not eligible for Windows 11 but PC Health Check says OK

Windows Update says my zBook 15u G6 isn't eligible for Windows 11. PC Health check says it meets the requirements. THis is very confusing. Is it eligible or not? Why isn't Windows Update offering a Windows 11 update?

I found a suggested workaround of deleting the contents of thee Fonts folder on the EFI partition but this didn't help. I got the same error. I have 14,880,768 bytes free on the EFI partition.
