For the Probook 470 G0, you'll have to contact HP technical support in the country you live in, and see if you can order W7 recovery media. In the USA/Canada that number is: 1-800-334-5144
Here is the link to the W7 Pro 64 bit English ISO file which you can download and see if you can use the Repair option found on the lower left side of the window when you are at the Install Now screen after you boot from the file.
The link will only be good for 24 hours. You will not be able to use it to reinstall W7 since you don't have a product key.
If you want to install W8.1 Pro, you can do so using the W8 product key in your notebook's BIOS as follows...
Install W8.1 Pro by creating the Microsoft installation media, using another Windows PC, if yours is not working...You want W8.1 Pro 64 bit.

Only if you are asked to enter a product key during the installation process, use this generic key.
This is the generic key for W8.1 Pro

If you had to enter the generic key, manually change the generic product key to the W8 Pro key in your PC's BIOS in the PC settings menu.
After you get W8.1 installed, and you had to manually enter the W8.1 generic product key, you will need to run the free utility I zipped up and attached below, that will show you show the W8 product key in your PC's BIOS.
I have also zipped up and attached below, the Microsoft tool which hopefully will transfer the ISO file to a DVD or usb flash drive so it is bootable.
Then you can install the available drivers and software from your PC's support page.

Did you use the Microsoft tool I attached to transfer the ISO file to a DVD so that it is bootable?
You can't just copy and paste the ISO file to the flash drive.
After you successfully create the bootable W7 ISO installer using the microsoft tool I attached earlier, plug it into one of the PC's USB 2 ports.
Turn on the PC. Tap the ESC key to get the menu of options.
Select the F9 boot options menu.
Select the legacy USB flash drive from the list of bootable devices and press the Enter key.
The PC should then boot from the W7 flash drive.
