I am am IT guy. This PC was upgraded accidentally to Windows 11. The user formatted the SSD drive. Now I can't get Windows reinstalled. Windows installer says it can't find needed drivers. Tried the HP Cloud Recovery tool and it fails! At a dead end! Help!

If the cloud recovery tool doesn't work, I don't know of any way to get it to work.
If the notebook has an Intel 11th gen core processor, see my solution at the discussion below for how to get Windows to see the hard drive.
