I have been trying to do a factory reset on my notebook 15-bs212wm and i have found the partition with the recovery info has been erased somehow. I have been able to find the information but can not get it back to the partition. Is there a way that this can be fixed or do i have to download something to reset, alot of my files and drivers have been affected by something and i just want to wipe it all and start fresh

There is no way to restore the Recovery partition without erasing the ENTIRE drive in the process to do a factory reset using external media.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
