The Community can not provide any assistance without some details ...

So, please provide the following:
1) detailed model number of the PC
2) OS version the PC is running (i.e., Win7, Win8x, Win10)
3) Age of the PC
4) Detailed description of the problem -- including the EXACT wording of any error message being displayed

Once you provide the needed details, someone will reply.

Model hp spectre 13 ultrabook

 windows 8.1

5 years old

this info retrieved from bios

issue: black screen with following info

boot device not found

please install an operating system on your hard drive

hard disk (3fo)

f2 system diagnostics 

when I run the diagnostic detail on hard drive it passes test

OK, thanks.  Then hopefully, it's just a problem with corrupted boot loader files -- and you can repair those.

The instructions below are for Win10, but Win8.1 uses the same boot loader, so it will work for you ...

If your PC can not boot into Windows, a way around that is to follow the instructions below to create boot media from Macrium Reflect (MR) that can be used to rewrite/repair the boot media on your PC:
1) Download and install Macrium Reflect (MR) from this link on a working PC: http://www.macrium.com/reflectfree.aspx
2) Use the option to create a boot USB stick or CD

That will create MR bootable media. Then, you can boot your PC into WinPE using that media.

Have patience, as that can take a while to start and bring up the screen.

Once the screen is there, select the option to Fix Windows boot problems. It will then search for the OSs installed and list them, Select the one you want to repair and click Next.

It will now do the repairs, listing the things it has done.

When finished, select the option to Restart the PC.

If this worked, the boot repair succeeded and you will have your PC back.

Got as far as creating usb loader.  I than selected fix windows boot problem. The next pop up window titled. Fix boot problems. I select add to view installed operating systems in my pc. I select the version. And path to windows installation I input c:\windows. I press ok I pick the drive and hit next and it asks to select portion your pc should boot from BUt there is nothing there to select
