I do read the following topic
https://h30434.www3.hp.com/t5/Notebooks-Archive-Read-Only/Uninstall-DigitalPersona-Pro/td-p/5299674
however, that doesn't match my situation: I can not install this software. How I can remove that manually?

windows setup incompatible with HP protect tools. when I try to uninstall it I got the following alert
in the next step, I'm trying to uninstall theft recovery, except it already gone.
OK. let's reinstall and uninstall it, easy, isn't it? nope! couldn't find it here: https://support.hp.com/us-en/drivers/selfservice/hp-elitebook-8460p-notebook-pc/5056942/model/505694...
I DO NEED A HAND! Help me, please!

I've run into this kind of stuff myself when an HP printer driver gets corrupt and I can't remove the software but can't reinstall it, either. But, HP has a utility for repairing that.
What I would suggest is using a third-party uninstaller. Two that come to mind are LifeHacker uninstaller and Revo Uninstaller. Last I checked, they both had free versions.
Good Luck

doesn't work. I've tried to force uninstall via Revo uninstaller. in that way, I have stuck in windows logon (missing biometrical or something). obviously, I need to find that theft recovery software, so I would uninstall protect tools properly.

Yeah -- I understand -- but I looked up HOW to uninstall it -- and the steps were exactly what you had already done, and had NOT worked. So, I thought only another method would work.
