What that code means is one of two things:

1. The notebook came with FreeDOS and the cloud recovery tool is not supported for those models.

2. The notebook came with Windows like yours did, but HP has withdrawn support for the cloud recovery tool since your notebook is more than 5 years old.

So, your only option to reinstall W10 or W11, will be to download either OS from the links below and make a bootable USB Windows installation flash drive with the media creation tool.

Download Windows 10

Download Windows 11

Boot from the USB installation media, install Windows and after Windows has completed installing, you can install the drivers and available software from the support page at the link below.

Thanks for the quick reply!!  Nice of HP to withdraw support. It will mean I have to spend hours to download either win 10 or win 11.Where can I find a detailed description on how to fix a USB loadable version of either OS?  Size of USB?  What are the chances of success with win 11 if HP has no tested a solution for this old HP? As far as  I understand this means I might have to pay for the win 11licens?  Or do you suggest I use Microsoft autoupgrade to win 11?

You're very welcome.

Regardless of how you install W11, you will never have to pay for a new license.

W11 uses the W10 product key that is encrypted in your notebook's BIOS.

If your PC is running fine on W10, then I would try the automatic update to W11.

If things don't work right on W11, sometimes you have to install W10 drivers to make certain devices work again, you have 10 days to easily go back to W10 by following the guidance at the link below:

How to Go Back to Windows 10 from Windows 11 (Tutorial)

You need an 8 GB USB flash drive to make the plain installation media for either OS.

There are many videos and links that give detailed instructions on how to make a bootable Windows 10/11 installation flash drive.

Here's one, for example:

How to Download and Install Windows 11 from USB Flash Drive for FREE!

The only thing relevant to your PC that would differ from any of the general instructions is how to boot from the USB flash drive to install Windows.

You have the W10/W11 flash drive in your notebook's USB port.

Turn on or restart the PC.

Immediately tap...tap...tap the ESC key to get the menu of options.

Select the F9 boot options menu and select the (U)EFI USB flash drive and press the Enter key.

The notebook should boot from the flash drive and the Windows setup files should begin to load.
