consumer complaints , vialation of personal property

hard drive was changed without permission.  Hp kept all the files and did not return them, notebook was sent in to repair a bad hinge on the screen,  they performed an unauthorized repair and I want someones head

who to contact high up in HP consumer affairs' dept.!
