OMG. Your machine only has 4GB of RAM and TOSHIBA MQ01ABD100 is actually a SATA II drive

          https://www.cnet.com/products/toshiba-mq01abd100-hard-drive-1-tb-sata-3gb-s-mq01abd100/

Disk works very hard because amount of RAM is very small therefore system has to page/swap out to disk many times each millisecond. Due to the disk is VERY slow theretofore it has to spin itself to dead.

Did you buy your machine yourself ? I don't know why your machine has DDR4 RAM and only has SATA II HDD. Anyway, 2 things you can do to improve its performance.

1. RAM: Upgrade to 16GB using

              https://www.crucial.com/memory/ddr4/ct2k8g4sfs8266/ct9506459

2. Storage: Replace SATA II drive with SATA III SSD:

             https://www.crucial.com/ssd/mx500/ct1000mx500ssd1/ct11516221

@Mustafizur_56

Please open Task Manager and sort by Disk column to see which one is the culprit

What is your 450 G4, we also need to know Its

(a) CPU,

(b) RAM,

(c) Storage    (Hard Drive, using Device Manager to find out).

Regards.
