Do a repair install of Windows using bootable Windows installation USB that can be created by Microsoft windows media creation tool
Windows 10: https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html
Windows 8/8.1: https://www.eightforums.com/tutorials/26095-repair-install-windows-8-a.html
Disable secure boot temporarily from BIOS. Plug in USB. Tap f9 key as soon as you power on laptop, change boot order to USB. Save and Continue.

I had the exact same problem as described above, but in my case, the laptop came installed with Win8.1 and was the upgraded to Win10. When I create the USB recovery drive, should I create it for Win8 or Win10?

" Disable secure boot temporarily from BIOS"
This is the ONE step that has made my $800 paperweight a laptop again.
NO where in the instructions- USB or from HP tech will you find this tidbit of CRUCIAL info.
I spent 15 minutes registering to send you a thank you because I spent 7 months and 2 techs to find this in the forum.
I cried when it booted.
Thank you 🙂
