how do I get in to safe mode outside W10

Hi:

 

You will have to make bootable W10 installation media if you don't have that now.

 

Use the media creation tool to create installation media.

 

https://www.microsoft.com/en-us/software-download/windows10

 

Boot from the media, and when you get to the Install Now screen, on the lower left side of that screen will be a Repair your computer option to click on.

 

There you will have various troubleshooting options, one being to start in safe mode.
