Dear,
I have an issue that my fan is always working on while charging , the voice of the fan is very loudly. Is this something to be worried about or this is how the cooling system is working? Also, Is there any steps to follow to change the setting of the cooling system because it is very annoying.
on the other hand, the laptop is always hot while charging.

You've actually answered your own question. The batteries modern laptops use, like the one in smartphones, does get hot when it is charged. More heat in the laptop generates more heat to be removed, which spins up the fan. This is a routine result of the laptop charging.
