Recovery partition is not absolutely needed when you have Recovery USB or Discs. It does work faster to reinstall Windows using the partition so it is user choice.

Factory Reset should reinstall the recovery partition if you want it.

So if I just do it with System Restore, can I keep the same USB and use it again in the future if something goes wrong again or I purchase another new hard drive in the future? I don't really need the recovery partition then right?
