I was having the same issue as most people with the updated not recognizing my fingerprint scanner. I trried everything and followed all of the instructions and nothing worked. I read several threads and finally got a suggestion to unistall the biometrics device, reboot and then reactivate the software. Before doing this you have to delete any saved fingerprints on the profile, but once I did that it now works likeit did previously.

Fingerprint reader not working. Did I get it, right?

 

I was able to find an article which specifically addresses the issue you have on your PC.

The link is an article which provides a solution to the same issue on Windows 8 and I assure you to follow the same steps as it is similar to Windows 10 as well.

I had the same problem with hp pavilion dv6. I tried a lot of things to start Hello but with a failure. Later I did one thing. Please follow it and I am sure it will help. First go to device manager (win key + X). Find "Device Manager". Open it. Find at top portion "Biometrics". Expand it for "Validity Sensor". Again double click to open properties and driver details. From "Driver" tab uninstall device. Let your Windows 10 search for it and mark it as "Unknown Device" and search for driver automatically. Never use driver provided by HP. Let Windows 10 use its built in driver. Restart your machine.  Use Hello.. One problem. Hopefully you'll not be able to use simple pass software again. It says that fingerprint reader is not attached. Keep it aside.. enjoy Hello..
