Have you tried Recovery Manager installed on the laptop to do a factory reset?

You can also make Windows Recovery Media (installation disks) if your Recovery Manager software is intact.

no file doesnt respond and the 3.5-inch floppy-diskette icon dosen't respond but something must be happening because when I then go to "paint" and press ctrl + V the image i was trying to save opens there !!

Doing a System Recovery (Windows reinstall) is a little drastic to get Snipping Tool working but I guess if it is important enough to you..
I would also try creating your Recovery Media (Windows 7 installation media) described in the second link above before paying for it from a 3rd party.
Btw-you haven't moved/changed location of My Pictures folder have you? I have seen reports of that breaking Save as in Snipping tool.

After selecting a rectangle, do you see:

Can you click on any of those 4 "pull-down" items? What happens?

yes I agree it is very drastic but I would like to get the snipping tool working as it did a month ago, and yes something odd has happened to my pictures / docs in as much after hovering over pics and docs the red circle with a line thru' appears I then get the sub folders" public " which I can save to
